Vaasa IoT – Carbon Neutral Vaasa 202X - Creation of Data Platform: real-time monitoring, testing and development IoT-platform

By the end of 2026, the Vaasa IoT project will provide a centralized, real-time data platform that supports data-driven decision making, fosters collaboration between stakeholders, and offers valuable resources for research and city development. It strengthens the implementation of Vaasa’s Carbon Neutrality Strategy and advances the city’s digital and sustainable transformation with a strong emphasis on data security, transparency, and usability.

The aim of this project is to support the City of Vaasa’s strategic goal of achieving carbon neutrality by 2029 by developing a system that enables the monitoring, measurement, and verification of the need, impact, and progress of climate actions.

The project involves building a digital IoT (Internet of Things) data platform that collects real-time information relevant to the city, such as data on energy consumption, traffic, and other climate-related activities. This data will help create a clearer picture of the city's current state and support the development of solutions that promote sustainability. The IoT platform will be implemented using Wapice Ltd’s IoT-Ticket system, which has previously been used in smart city solutions, such as in the City of Tampere. The platform's functionalities will be tailored to meet the specific needs and urban structure of Vaasa.

A key goal is to build a shared, open data repository that fosters collaboration between the city, higher education institutions, and other stakeholders in reaching climate goals. This data resource can also be used to advance research, education, student projects, and the development of new innovations. The knowledge and experience gained from the development of this platform will also serve as a foundation for designing a broader City Information Platform (CIP) in the future.

Project’s work packages:

  1. Device procurement and deployment
  2. System development
  3. Data utilization
  4. Communication and training

The project enables data-driven planning, decision-making, and the co-creation of new solutions with regional actors—particularly for reducing traffic-related emissions. It emphasizes data security, transparency, and usability while also supporting the City of Vaasa’s digital development and sustainable growth.
